J. C. (Sprig) Carter was born in Echols County, GA on March 24, 1924 to the late James Stephen and Essie Corbett Carter. His parents bought a farm and moved into the Lake Park area of Lowndes County in 1935. After graduating valedictorian from the old Lake Park High School he farmed two years with his father before attending ABAC (Abraham Baldwin Agricultural College) and then the University of Georgia where he graduated in 1948.
After graduating from UGA he married the love of his life, Mamie Frances Brown. They moved back to the Lake Park area where Mamie taught elementary school and he taught in the Vocational Ag. Farm Training Program. Even though his class was selected by Farm Bureau as the most outstanding class in the state in 1950 he resigned after three years to take a job selling International Harvester trucks, tractors and farm equipment. He was always a hard worker and due to his success in this area he was recruited by IMC (International Minerals & Chemical Corp.) where he worked until his retirement in 1986. After retirement he and Mamie enjoyed being together and traveling to almost every state in the union and a few places abroad.
At different time periods during these years he served as chairman of Lake Park's old planning commission and also served five terms on the City Council. He and Mamie were active in community affairs and in their younger years worked with some youth groups. He was a member of Lake Park United Methodist Church.
He was predeceased by his wife of sixty four years, Mamie Brown Carter on August 7, 2012, two brothers, Homer Jackson (Boose) Carter, Lamar Cecil (Tince) Carter, sisters in law, Annie Ruth Carter and Bonnie B. Carter. Mr. Carter is survived by one son, James Gary Carter, M. D. and daughter in law, Pamela Ann Carter, M. D., one sister, Jessie Mae Martin, many nieces, nephews, cousins and friends.
